The User Manager is the official record holder for tracking Encounter training. It is the responsibility of the Union Certification Registrars to create the User Manager educator account for Pre-service Education Teachers in their senior year at AAA accredited College/University who are Encounter Trained for the purpose of recording.

You do NOT need to add an organization in order to create the account and mark the individual off as trained. The purpose of this is tracking the training, an actual role is not necessary.
